OBD-II Code High voltage system may not operate is defined as a Drive Motor Inverter Temperature Sensor "C" Circuit

The Inverter/Converter Assembly has a built in temperature sensor and separate cooling system to allow the high voltage system to maintain optimal operating temperature. If the High Voltage control module detects an issue or sudden change of temperature within the inverter/converter assembly, code P0BD5 will be set.
